HR Manager Portal access is controlled through settings in the Fairsail HR Manager Profile. Default settings give wide ranging access to data through the tabs in the Portal, excluding some administrative tools such as Data Loader, HCM Form Definitions, Policies, Salary Bands, and Scales.
You can change default settings if permitted by the terms of your agreement with Sage People and required by your organization. Bear in mind access to underlying data objects must be enabled to support related tabs. For example, if the HR Request tab is set to Default On, but the HR Requests object has Read (at least) unchecked, no HR Request data is visible.
