In order to publish the reference form publicly so that external referees can access it, you must configure a Salesforce site.
Begin by checking whether you have a site for your organization that you can use to publish forms.
If you don't already have one, create one by following the procedure here: Create a Salesforce site for forms.
Note Site creation must be performed by a user with system administrator privileges.
